Responsibilities

OBXtek is currently staffing for a Business Development/Capture Manager to work out of our Tysons Corner office. The job includes actions to increase probability of win for selected opportunities, with the objective of winning contract awards across all type of contracts for which the company is authorized to hold an award or can be a subcontractor. Work involves identifying and qualifying opportunities, collecting business intelligence, maintaining and expanding business and customer relationships and is accountable for successful completion of proposals with support from the business development team of proposal manager, writers and researchers. Writing parts of the proposal is required in most cases

 

General duties will be:

  • Identify opportunities for pursuit, and qualify them based on company criteria and priorities
  • Identify required business intelligence for pursuit opportunities and obtain information
  • Fully support the proposal development process including overall strategy and layout, schedules, staffing and interviews, pricing, past performance, resumes, themes, solutions, writing, research and other important proposal actions
  • Develop, maintain and advance client and potential partner relationships through contacts and interactions to promote the company 
  • Identify potential partners for work where a partnership is needed, and make connections for partnering discussions; may be required to negotiate partnership terms and prepare and manage input for non-disclosure agreements and teaming agreements  
  • Analyze draft and final Federal solicitations and provide assessments to management
  • Conduct market analysis, competitive landscape assessment, and research
  • Assist with developing and revising company vision, goals and objectives
  • Develop marketing and capture strategies and plans, implement them
  • Prepare assessment presentations for bid/no-bid decisions
  • Support transition and transfer of capture responsibility knowledge to the operations team upon contract award
  • Maintain and provide capture activity and pipeline status and plans to management
  • Coordinate capture efforts with the proposal team, pricing, human resources, contracting and other company organizations to deliver successful capture activities
  • Stay abreast of changes in government contracting, government spending and potential contracting opportunities
  • Provide capture, business development and related advice to management and the proposal teams
  • Attend various forums related to the company’s business interests such as industry days and association meetings
  • Develop specific capture plans for specific opportunities, and populate them and keep them current
  • Manage teaming arrangements and participants once established through proposal submission
  • Prepare responses to Requests for Information and Sources Sought requests
  • Participate in storyboarding and solution work sessions
  • Manage a team created for capture actions for a specific opportunity or customer target
  • Participates in planning, and presenting proposal kick off and post award kick off meetings
  • Overall accountable for proposal delivery
  • Writing proposal content for some sections

Qualifications

Required:

  • US citizen
  • Bachelors degree in business, communications or related subject
  • Minimum of 10 years of Federal consulting industry experience
  • Minimum of 10 years in Business Capture of consulting opportunities in the Federal Government
  • 5 years of proposal writing experience
  • Demonstrated ability to have significant Federal Government contacts within at least two Federal organizations
  • Proficient in Microsoft Word, SharePoint and Excel, as well as use of a variety of internet search engines and databases
  • In-depth understanding of the Federal acquisition system and processes
  • General understanding of the Federal budgeting process
  • Work independently and is self-motivated
  • Very strong interpersonal skills – strong English verbal, written and presentation communication skills with a demonstrated diplomatic, persuasive and articulate communication style
  • Complex problem solver with strong analytical skills
  • Ability to manage multiple tasks simultaneous in a fast-paced environment
  • Understanding of business finance and the business and financial terms used in the Federal consulting industry 
  • Strong time management, organization and prioritization skills with strong attention to detail
  • Experience using various Business Development and Capture Management Tools such as GovWin, SAM, USA Spending, FedBizOps, and FPDS
  • Must be able to travel within the US (approximately 10-15%)
  • Must be able and willing to work during non-business hours to include holidays, nights and weekends
  • Track record of successful capture of contract with total value of at least $10M that led to contract awards

 

Preferred Qualifications:

  • Project or program management experience
