The scope of this effort is to provide on-site contractor advisory, assistance, and program/project management support to all work (planning, research, data collection, analysis, design, development, execution, and assessment) required to augment three audit readiness Focus Areas in order to:
FA-1) Validate and/or improve MARCORLOGCOM GF and WCF financial operations, processes, and internal controls for Schedule of Budgetary Activity (SBA), Statement of Budgetary Resources (SBR), select WCF Existence and Completeness (E&C), and Full Financial Statements audit readiness, as applicable.
FA-2) Validate and/or improve MARCORLOGCOM Financial and Financial Feeder information system operations, processes and internal controls for Information Systems Controls audit readiness, alone or in conjunctions with SBA, SBR, E&C, and Full Financial Statements Audits.
FA-3) Conduct physical inventory control procedures for records reconciliation of APSR variances; research to maintain accurate accountability, auditability, and reporting of Marine Corps property; and quality control to validate, identify process errors, and/or improve reconciliation and research procedures, and internal controls for baseline materiel accountability and mission critical assets E&C audit readiness.
The Program Manager will:
a. Lead strategic planning, budgeting and staffing efforts in response to task requirements.
b. Formulate, communicate and enforce quality work standards.
c. Monitor progress and resolve any issues impacting successful capability delivery.
d. Ensure compliance with all administrative and contractual requirements.
e. Serve as point of contact for the CO and the COR.
f. Be available to the CO and COR via telephone during normal duty hours, and shall respond to request for discussion or resolution of technical problems within 48 hours of notification.
Additional duties include:
Integration Management. Conduct daily actions crucial to Functional Area (FA) completion and successfully meeting stakeholder requirements and managing expectations; to include charter development, scope management; focusing resources and effort; anticipating and dealing with issues; coordinating and scheduling matters, affairs, and work for the overall good of this SOO; and making tradeoffs among competing objectives and alternatives.
Risk Management. Increase the probability and impact of positive events and decrease the probability and impact of events adverse to the FA, to include risk identification, assessment, and monitoring; and mitigation development, execution and evaluation.
Activity/Task Management – Ensure completion of the FAs; to include action planning, determining milestone deadlines, developing roadmaps and Plans of Action and Milestones (POAM), calendar maintenance, monitoring suspense dates for work activities, action items, taskings and deliverables.
Meeting Management. Ensure timely, efficient and effective use of meetings to support FA activities; to include scheduling, coordination, preparation of agendas, presentation materials and technical briefs in hard copy and soft copy format, facilitation and documentation of minutes with discussion points, decisions and action items.
Quality Management. Ensure the FAs will satisfy the requirements for which they were undertaken, to include the quality assurance of activities to ensure requirements are met, the quality control of results and deliverables to ensure compliance with appropriate guidance and standards, and performance reporting.
Information Management. Ensure timely and appropriate generation, collection, storage, retrieval, and disposition of FA information; to include organizing and maintaining FA SharePoint sites with reference materials, data and analyses, action plan and task deliverables, and reoccurring monthly/quarterly/annual documentation packages.
Communications Management. Ensure the information needs of FA stakeholders within the command and with higher, adjacent and subordinate headquarters/commands and agencies are being met; to include stakeholder engagement/liaison, information requirements identification, preparation and dissemination of status reports, briefings, presentations, and staff action papers as required.
Contractor Team Management. Ensure success in achieving FA outcomes and objectives through the management, administration and oversight of contractor team performance; to include maintaining key qualified personnel deemed critical to managing the overall performance of the contract.
Bachelor's Degree or higher
10+ years experience in managing and conducting multi-project/multi-task technical contract assignments.
