    This contract supports the SAF/AQ organization, other PEOs as directed, and other Headquarters Air Force organizations where it is in the interest of the SAF/AQ to have an acquisition support presence within that organization. The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.


    SAF/AQB - Air Force Scientific Advisory Board is responsible for providing administrative support needed to enable Scientific Advisory Board (SAB) activities to include assisting in editing, publishing, and maintaining SAB reports and briefs, tracking responses/actions from recommendations made by the SAB, processing all documentation for appointments and reappointments and ensuring that SAB activities comply with applicable laws, regulations, and directives (FACA, AFI, DoDI, Ethics, etc.).



    The tasks for this position include:


    a. Collecting, evaluating, and digitally organizing files, papers, briefings, reports, and other materials using Microsoft Office programs. Prepare technical documents for publication and presentation, which includes basic and applied scientific research subject matter.

    b. Providing editing and writing support.

    c. Compiling reports and recommendations. Assisting with publication review and printing.

    d. Developing and maintaining a study master schedule that includes: meetings, key dates, study panel personnel, contact information, and anticipated deliverable and outbrief dates.

    e. Planning, organizing, and executing meetings, outbriefs, and events for large groups of people associated with studies, S&T Reviews, and quarterly board meetings.

    f. Making hotel reservations, coordinate transportation, and organize meals for large groups of people associated with SAB studies, S&T Reviews, and quarterly board meetings.

    g. Requesting the submission or transfer of security clearance information for organizational personnel and track receipt.

    h. Assisting with set up and use of information technology (IT) support at meetings and events (Computer, Projector, Screen, and internet or network connection).

    i. Researching and analyzing organizational or process issues, and recommend solutions. j. Proposing ideas to improve studies, S&T reviews, and quarterly board meetings.

    k. Researching, analyzing, and reporting on S&T trends that may affect SAB Studies.

    l. Researching, analyzing, and providing information on OSD/Air Force scientific and programmatic studies (e.g., Defense Science Board (DSB), Nuclear Regulatory Committee DRAFT Page 8 of 54 (NRC), and Air Force Studies and Analysis Agency (AFSAA).

    m. Writing, reviewing and providing written material for official release.

    n. Researching and analyzing trends and factors that affect SAB studies, reviews and resources.

    o. Drafting briefings, papers, reports, responses to inquiries, descriptive summaries, meeting minutes, and detailed spreadsheets related to studies, S&T reviews, and quarterly board meetings.

    p. Drafting reports and written material associated with Federal Advisory Committee Act (FACA) requirements.

    q. Drafting briefings, papers, reports, responses to official inquiries, and descriptive summaries for MAJCOM, Air Staff, and other senior Air Force and Department of Defense organizations.

    r. Providing support to track the Suggestion Program, Freedom of Information Act, and Mandatory Declassification Review Cases. Propose, maintain, and report on travel budget for S&T reviews and study-related travel. Mark, label, secure, file and maintain all classified information associated with S&T reviews and studies using government approved and/or appropriated IT systems and/or storage devices.


    • Active TS/SCI Clearance
    • Master’s degree in a Business, Management or Engineering discipline
    • 10+ years of defense acquisition experience, with at least 1+ year in an HQ staff position.
    • 5+ years supporting OSA/EA programs, or experience relevant to OSA/EA programs including: operational experience with OSA/EA-related platforms and Senior Leader Communication programs.
    • Must have a firm understanding of the various organizations involved in OSA/EA and Presidential Airlift [Presidential Airlift Group (PAG), White House Military Office (WHMO), Air Mobility Command (AMC), Special Air Missions Division (CVAM), etc.]
    • Personnel in this position shall have expertise in project management and research analysis to include relevant experience in the military or government.

    • They must be familiar with the headquarters Air Force construct, have experience working with senior government executives, a solid understanding of DoD protocol, and experience in conducting detailed studies.
