This contract supports the SAF/AQ organization, other PEOs as directed, and other Headquarters Air Force organizations where it is in the interest of the SAF/AQ to have an acquisition support presence within that organization. The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.


SAF/AQR – Office of the Deputy Assistant Secretary for Science, Technology and Engineering S\serves as the Air Force S&T Executive, Air Force Acquisition Chief Engineer and Technical Authority, the Air Force Corrosion Control and Prevention Executive, Air Force Standardization Executive, and functional manager for the scientist and engineer (S&E) career field. Develops and implements plans, policies, and procedures for Air Force S&T, laboratory management, technology transition (to include Joint Capability Technology Demonstrations), Technology Cooperation Program, technology transfer, development planning (DP), and experimentation. Establishes engineering policy and guidance for Air Force systems, subsystems, and end-items.


Leads the Systems Security Engineering activities that include the identification and protection of critical program information (CPI) and functions, elimination or mitigation of cyber vulnerabilities, and program protection planning. Establishes policy and guidance for the development, implementation, and operation of the Air Force airworthiness assurance system. Advocates for S&T, DP, prototyping and experimentation, technology transition, technology transfer, and S&T intelligence; defends these areas in the corporate Air Force PPBE process; and serves as the primary interface with Congress, OSD, and other government agencies for these non-SAP investments. Provides oversight of the scientific and technical information program, to include distribution controls. Develops the Air Force S&T strategy in consultation with AF/ST; oversees S&T program elements involved basic and applied research as well as assigned developmental program elements, and ensures technology development supports warfighter needs.


The tasks for this position include:


a. Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.

b. Providing Honest Broker assessments of programs approaching milestone decisions and of prime contractor technical and operational issues.

c. Researching and providing technical analysis for the preparation of programmatic documentation and responses to Congressional, DOD, Air Force Secretariat, and/or Air Staff.

d. Researching and analyzing program trends, identifying issues, and recommending solutions.

e. Perform technical studies on individual aerospace weapon systems, weapon system integration and capability areas.

f. Analyzing aerospace weapon systems architecture and integration and identifying issues. n. Identifying operational deficiencies and other key issues, conducting research to develop alternatives and providing recommendations and support for resolution.

g. Performing weapon system/technology/cost trade-off studies.

h. Reviewing and assessing technical, operational, and management concepts, documents, and specifications.

i. Assessing the capability of weapon system design alternatives to provide the required capability.

j. Providing expertise on Model Based Systems Engineering implementation and policy.

k. Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.




Active TS-SCI Clearance


Personnel at the senior level in this position shall have a Master’s Degree in Aerospace, Aeronautical Science/Engineering with a minimum of 10 years of engineering experience.
