Responsibilities

This contract supports the SAF/AQ organization, other PEOs as directed, and other Headquarters Air Force organizations where it is in the interest of the SAF/AQ to have an acquisition support presence within that organization. The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.

 

SAF/AQXE – Office of the Deputy Assistant Secretary for Acquisition Integration (Execution Oversight Division) provides expert and integrated position/advice to SAE, AF leadership, PEOs and PMs on programming, budgeting, execution and acquisition reporting for AF acquisition programs.  Implements on behalf of SAE, special projects related to SAF/AQ priorities, BBP initiatives and acquisition oversight.  Serves as SAF/AQ focal point for Program Integration, Should Cost/Schedule, Earned Value Management, Scheduling, Affordability, and acquisition reform initiatives.  Serves as the SAF/AQ focal point for Business Intelligence/Acumen, Industrial Liaison and Industrial Base efforts.  Serves as the SAF/AQ focal point for the Warfighter SIG, urgent needs and Secretariat for Requirements processes (i.e. AFROC, JROC, SAR, DAES, DAB)

 

The tasks for this position include:

 

a. Providing technical and administrative support including data source evaluation, data capture, data warehousing, system architecture, web presentation, and data analysis and data presentation.

b. Profiling and characterizing key contracting and budgeting data systems for loading into the data warehouse.

c. Creating, improving, and maintaining the office SharePoint website, including document storage and file structure, tasking capabilities, contacts, and access controls.

d. Updating and maintaining the "War Room" and providing Subject Matter Expert (SME) support during VIP visits.

e. Evaluating and supporting efforts to purchase and implement commercial data sources and applications (ex. Dun & Bradstreet Family Tree Finder, Capital IQ, and Carroll's) to meet mission requirements.

f. Defining requirements for existing Air Force applications to better accommodate data needs, such as incorporation of business segment data in System Metric and Reporting Tool (SMART) and program-to-contract relationships in the Comprehensive Cost and Requirement System (CCaRS).

g. Analyzing and making detailed recommendations for ground-up restructuring of DOD contractor, facility, contract, and program data and their interconnections, as required to meet mission requirements.

h. Serving as project lead for improving and maintaining the industry data warehouse on the Defense Information Systems Agency (DISA) Rapid Access Computing Environment (RACE) hosting environment, including interface to key industry and program data from Federal Procurement Data System (FPDS), SMART, PEO/CM (Services), Reuters, and other sources.

i. Providing in-depth analysis, data manipulation, and data presentation, including contract data, program performance data, and company financials. Create new/innovative looks at data.

j. Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
 

Qualifications

Active Secret Clearance

 

Personnel at the Journeyman level in this position shall have a Bachelor’s Degree in a Business or technical discipline as well as 5 years of business reengineering experience.
