OBXtek is looking for a Business & Financial Operations Management Consultant for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Continuity Programs (NCP) Business Management Division (BMD). This position will be directly support the Financial Management Branch (FMB) in supporting NCP Directorate and ensuring all NCP finances are managed in an efficient and effective manner to accomplish the NCP mission. This will involve coordination, reporting, and tracking of the executed budget to enable NCP to meet regulatory and statutory obligations. In addition, this position will help OHS, FEMA senior leadership, and the FEMA Office of the Chief Financial Officer (OCFO) conduct various reviews of executed budget to ensure compliance, to include assisting with gathering data and ensuring the accuracy of the data presented in these reviews to include accomplishment of the following tasks: 

  • Development of manageable budget milestones aligning with FEMA and DHS goals and aligned with OHS-wide earned value management (EVM) guidelines related to cost accounting and financial management;
  • Budget formulation and execution;
  • Event Tracking and Approval (ETA) and Travel Submission Management;
  • Assisting in package review, approval, and email through Enterprise Coordination Approvals Processing System (ECAPS) tracking and approval; 
  • Support for developing status of funds and briefing charts; 
  • Preparation of required OCFO quarterly and annual Undelivered Order Obligation (UDO) reconciliation requirements; 
  • Filing and storage of all documentation according to the FMB configuration management plan and file record system; 
  • Creating, processing, and following through on financial documentation for knowledge management and auditing authorities; 
  • Assisting in the creation of FMB related PowerPoint presentations.

**Clearance Level Required: Top Secret w/ SCI Eligibility 


Must be a US Citizen and be able to obtain and retain a US DoD Top Secret Clearance




Bachelors degree in Finance or Accounting

Certifications / Licenses: Certified Public Accountant (CPA) preferred; Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA) Certifications a plus.



Must have at least 10+ years of related business and financial operations experience:

  • Demonstrated experience providing management consulting in a business and financial operations environment. FEMA and USG experience highly preferred;
  • Ability to communicate effectively both orally and in writing;
  • Experience using Microsoft Office products in a business setting.
