DHS Science and Technology Directorate Office of Finance and Budget Division (FBD) requires a full range of acquisition management support services using a variety of contract vehicles and acquisition procedures.  These acquisition management functions include cradle-to-grave contracting for goods and services from commercial commodities to unique and complex research and development, including: policy and quality assurance; contract administration and contract management; acquisition project management; financial management; records management; and property management. The DHS S&T goal is to obtain the best value goods and services for our DHS customers through the continuous improvement of our processes for managing acquisitions to ensure all actions conform to law and the preservation of the public’s trust.


OBXtek is staffing for an Acquisition Project Manager who shall provide oversight and support to 10-12 personnel performing the full range of acquisition management support services to DHS FBD contracting staff including assistance with cradle-to-grave acquisition activities, including pre-award preparation, post award preparation, policy and quality assurance, contract administration and contract management, acquisition project management, financial management, records management, and property management.  Personnel will provide the following support. 

  • Assist with developing procurement objectives for the Program Office in terms of competition and price range, and advise on the construction of the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations.
  • Have a working knowledge and understanding of Software Applications such as: MS Office (Excel, Word, PowerPoint, Outlook), Adobe Acrobat, PRISM, Federal Procurement Data System (FPDS) FedBid, FedBizOpps, and other procurement software that is used by DHS.
  • Advise program officials of the procurement objectives to be used, and assist in the preparation of Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO).
  • Assist with preparation of Determinations and Findings (D&F) and solicitation.
  • Perform detailed analyses of all elements of cost in contractor proposals, assist with preparation of Pre Negotiation Memorandums and suggest competitive range determinations.
  • Prepare all documentation in order for the Contracting Officer to conduct Pre-proposal conference(s) with prospective contractor(s) to arrive at a clear understanding of what is required under the proposed contract.
  • Obtain on behalf of the Contracting Officer appropriate data from business and technical officials as required by the lack of meaningful cost and price information, explores new or innovative contracting approaches to suggest an equitable contract arrangement.
  • Assist with the development of a negotiation strategy, coordinate strategy with negotiation team, and assist the Contracting Officer in executing the negations.
  • Assist with development of the contract award Responsibilities typically include preparing incremental funding modifications, preparation of rate and cost adjustments, and performing all research and preparing all documentation for redirection of effort, coordination of time extension, incorporation of change orders, preparation of stop work orders, preparation of current notices or show cause letters, monitoring of Government property reporting, advise on approval of progress payments, final payment, de-obligation of funding and contract closeout.
  • Perform necessary research and prepare all documentation for the termination of contracts for convenience of the Government or default by the contractor.
  • Perform necessary research and prepare all documentation for modifications to clarify questions.
  • Ensure successful task completion within the scheduled timeframe consistent with the established scope of work to include technical solutions.
  • Apply knowledge of the entire customer organization to recommend and coordinate development, enhancement, and maintenance of business systems and processes.
  • Develop project plans and milestones, status reports and other deliverables, and monitor the execution of the task for quality and against planned timelines. 
  • Complete the necessary documents to properly closeout contract actions (Cost, Time and Material, Labor Hour, Fixed Priced) and Intra/Inter Agency Agreements for the Contracting Officers review. Make necessary changes based on Contracting Officers review comments. Complete closeouts based on a prioritized closeout list provided by the Government.


  • Minimum 7 years experience in acquisition management planning and leadership 
  • Project Management Professional (PMP) Certification (preferred)
  • Understanding and experience with DHS acquisition and policies
  • Must be able to pass a Public Trust Background Investigation



  • Master's Degree in Business, Math, Engineering or related field
  • PMP desired but not required
