    Responsibilities

    The Network Engineer works for and under the general direction of the Project Manager. Responsibilities include planning and designing the network infrastructure and enterprise network solutions; troubleshooting, installing, implementing and administering network systems and providing Tier III support. Also analyzes capacity issues and develops capacity planning models. Responsible for ensuring planned testing activities are executed and for developing network security guidelines. Provides general direction and leads a staff of two to three network system engineers. This includes administration, monitoring, change management, configuration, release management, provisioning, security, performance and capacity planning, and incident and disaster recovery functions. These functions encompass all shared Data Center communications and hardware such as, but not limited to, switches, routers, servers, printers, tape devices, SAN, firewalls, IPS, IDS/IPS, VPN and related equipment attached to the Data Center Operations environment.

     

    • Planning: Conducts short- and long-term planning to meet network requirements.
    • Network System Design and Implementation: Designs and implements network systems.
    • Strong working familiarity with Cisco IOS with hands-on experience configuring Cisco routers, switches and firewalls.
    • Network Connectivity: Provides support for network connectivity or related network issues for the user community.
    • Network Installation: Plans and monitors the installation of network systems.
    • Network Monitoring: Analyzes network activity and network problems to discover and prevent systematic errors. Recommends network design changes/enhancements for improved systems availability and performance.
    • Issue Resolution: Troubleshoots diagnoses and resolves network problems. Researches, analyzes and recommends the implementation of software or hardware changes to rectify any network deficiencies or to enhance network performance.
    • Capacity Planning: Analyzes facilities bandwidth requirements and system interdependencies. Develops capacity planning models.
    • Disaster Recovery: Ensures planned testing activities are performed and technical criteria are met.
    • Network Performance Assessment: Assesses network performance to ensure that it meets the present and future needs of the business. Provides network planning recommendations to management.
    • Vendor Management: Evaluates services provided by vendors and recommends changes.
    • Knowledge of Enterprise system monitoring and management tools such as Netcordia NetMRI, Cisco MARS, Splunk, What’s Up Gold, Wireshark, Websense, MRTG and NMAP.
    • Knowledge of commercial enterprise-level tools and products to provide network services, including: firewalls, IPS/IDS, DNS, DHCP, web security, TACACS+, VPN and NAC.
    • Ability to establish and maintain effective working relationships with SAWS staff and the general public.
    • Requires excellent verbal and written communication skills. Must have the ability to provide the “Fischer Price” explanation of technology for nontechnical managers, directors and above. Great people skills are a must!
    • Performs related duties and fulfills responsibilities as required.
    • Ability to act as Network Engineering Manager in the absence of the manager.
    • Ensure that the Disaster Recovery (DR) and Continuity of Operations (COOP) sites are maintained and ready for use at all times to include documented procedures.
    • Support the COOP exercises by providing installation, setup, user support, and Service Desk support for the network switches, printers, faxes, and laptops before and during the exercises
    • Keep equipment at the DR site current with the latest patches, versions of software and identified special user software, and operating procedures (user laptop signing on, configuring email, printing and accessing applications).
    • Test the DR site and all procedures periodically, as required in the deliverables. Procedures will be kept up to date at all times
    • VTC Systems – VTC Systems consist of either desktop equipment or VTC suites. Both systems have separate contracted Tier 2 and Tier 3 support.
    • Network – consists of several LAN environments geographically concentrated in the Metro DC area and non-disclosed operating sites. The LAN environment is primarily composed of COTS switching equipment.

     

    This position works under limited supervision of the Project Manager.  This position serves as a technical lead, providing guidance and mentorship to network system engineers. Designs technical solutions and coordinates with the staff to ensure timely and accurate implementation.

    Qualifications

     

    Must be a US Citizen and have a current security clearance at TS/SCI Level. Immediate family members must also be US Citizens (immediate family is defined as Mother, Father, Brother, Sister, Spouse, Children, or co-habitant). Security Requirements: Currently active TS Clearance and currently read-in access to SCI.

     

    1. A minimum of 3+ years of demonstrated professional experience in an IT data center role at least 2 of which were in a systems administrator position.
    2. 2+ years in support of a civilian federal government agency in a TS environment.
    3. Must be able to communicate both orally and in writing at a management level.
    4. Excellent communication skills, including strong writing skills
    5. Experience managing compliance with license agreements
    6. Experience controlling and monitoring user access to the system
    7. Experience monitoring and optimizing the performance of the MS Windows Based system
    8. Experience planning, executing, and maintaining backup and recovery of the system
    9. Experience writing functional requirements and preparing functional designs

     

    • Bachelor’s Degree from an accredited college or university.
    • Six to ten years of relevant IT work experience.
    • Cisco Certified Network Professional (CCNP), or Voice Professional (CCVP), or Wireless (CCNP Wireless), or Network Security (CCSP)
    • Candidates who do not currently possess the CCNP certification, but meet all other minimum requirements, may be considered for this position. If selected, the candidate will be required to obtain the required certification within a twelve (12) month time period.  The salary range will be adjusted if selected candidate does not possess CCNP certification, and will be reassessed at the time the CCNP certification is obtained.
