    OBXtek is currently staffing for a Budget Program Analyst in Washington, DC at the Department of State in the Bureau of Consular Affairs (CA). 


    The Bureau of Consular Affairs (CA) is now responsible for coordinating the Bureau’s outreach budget.  The Budget Program Analyst will be responsible for consolidating data for the presentation of budgets and providing an overview of the financial status of operational funds, maintaining accounting records and identifying trends that may help or hurt the bureau’s return. 

    The incumbent will also, be assisting in the preparation of bilateral meeting and briefing materials in support of our front office for the Assistant Secretary and the Principal Assistant Secretary.  


    Tasks will indluce the following:

    • Monitor the budget for all outreach expenses across CA (i.e. travel, training, outreach supplies, equipment and printing)
    • Consolidate individual directorate budgets into one operational budget for the Bureau.
    • Evaluate the performance of program and adjust funding if necessary.
    • Ensure the outreach program has adequate funding.
    • Assist with annual budget forecasting across the Bureau.
    • Employ cost-benefit analysis to review financial request and explore alternative funding methods.
    • Provide financial projections to management.
    • Coordinate with CA/C/FMD Budget Analysts to review budget expenditures.
    • Research funding activities within CA/P and other directorates for outreach programs. 
    • Make funding requests based on analysis of program budget estimates, historical expenditures, projected workload, and approved funding.
    • Perform periodic reviews of unpaid obligations to ascertain the continued validity of such transactions.
    • Provide information and guidance to all Bureau personnel on procedures, forms, and documentation required in support of budget estimates and requests for funds.
    • Review prior year financial reports and research all records (requisitions, obligating documents and invoices) to ensure that obligations have been properly liquidated and ensure that duplicate payments have not been made. 
    • Advise Bureau Outreach Coordinator to make necessary corrections to financial reports. 
    • Plan and oversees the organization and logistics for CA’s Assistant Secretary (A/S) participation in bilateral meetings.
    • Provide support during preparation of the A/S and the Principal Assistant Secretary’s (PDAS) briefing books for domestic and international trips.
    • Print and assemble a vast array of briefing papers, speeches, background materials and scene setters.
    • Finalize the briefing book for presentation to the A/S and/or the PDAS.
    • Schedule interpreters and provide funding information to CA/EX/GSD.
    • Work with CA/C to obtain funding for breakfast/lunch.
    • Provide a yearly estimate and cost projections for upcoming bilateral meetings hosted my A/S to CA/C.


    • Must be a US Citizen and be able to obtain and retain a Secret Clearance
    • Knowledge and Proficient with Microsoft software/applications
