    OBXtek is staffing for a Junior Program Officer in the Department of State to serve as a Recruitment and Public Affairs Specialist in the Office of Academic Exchanges of the Office of Academic Programs.  This office conducts academic exchange programs working with universities, colleges, schools, bi-national centers, Fulbright commissions, government agencies, nongovernmental organizations and the private sector to foster bilateral relationships and promote the principles of international partnership and mutual understanding by seeking out individuals of achievement and potential who represent the full diversity of their respective societies through open, merit-based competitions.


    The person in this job will perform a wide range of services necessary to enable greater outreach and interaction with ECA/A/E’s numerous and varied program applicants, constituencies, stakeholders and the general public. These services include supporting ECA’s goal to have its websites, social media platforms, and other communications tools serve as a vehicle to increase cooperation, efficiency, and effectiveness in international educational, cultural, and training exchange programs. 


    Specific duties will include editorial, database, administrative and public outreach tasks, such as oversight of internal and external communications products and platforms, responding to public inquiries, working with ECA’s press team on media notes and other media engagement projects, compiling and creating statistics, infographics and data visualizations, managing a travel and outreach calendar, and presenting on ECA/A/E programs at meetings and conferences.

    Must be a US Citizen and be able to obtain and retain a Secret clearance.

    • Experience managing or creating content for a website
    • Demonstrated experience managing or creating content for social media platforms (especially Facebook,Twitter, Instagram and LinkedIn)
    • Knowledge of statistics, databases, and data collection
    • Strong graphic design skills, especially with data visualization and infographic techniques.
    • Excellent facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, including desktop publishing programs for ECA/A/E one-pagers, fact sheets and other print publications. Familiarity with Google applications and Slack. An ability to learn and work with database applications, especially digital asset management systems.
    • Some experience with video production is preferred
    • Some experience working with or for the press/media is preferred
    • Demonstrated conceptual, design, and problem-solving skills.
    • Excellent attention to detail, organizational and communications skills.
    • Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and ECA and/or IIP COR and Office/Division supervisor (or Office Director or Deputy Director).
    • Excellent, timely and precise organizational skills and multi-tasking abilities.
    • Excellent critical and creative thinking and analytical skills.
    • Excellent written and oral communication skills, especially public speaking.
    • Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.
    • Excellent ability to also have a flexible, team-oriented approach to work.
    • Excellent ability to build and maintain strong working relationships with colleagues.
    • Significant familiarity or direct experience in international educational and cultural exchanges, or other types of international programming or activities.
    • Significant familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations.
    • Ability to obtain and maintain a security clearance at the Secret level.
    • Foreign language skills are preferred but not required.


    • Bachelor’s or Master’s Degree is preferred.
