  • Overview

    Manage schedules, progress, performance, issues and risks on software development projects and IT infrastructure operations. Manages contract and tasks, recruitment, hiring, development, and supervision of personnel. Perform planning, budgeting, staffing, and control of each task assignment. Manage schedule, cost, and quality control to manage project success and manage service level measures for operations.

    Responsibilities

    • Execute and manage approved projects from inception through deployment, while monitoring complex work flows and aggressive deadlines.
    • Manage project scope, deliverables, and schedule on day-to-day operational basis.
    • Manage the work such that activities and deliverables are completed on time and to the satisfaction.
    • Apply control methods, tools and practices and utilize outputs to maintain project performance
    • Directly oversee and participate in activities requiring senior technical and management skills
    • Participate in IT technical project development meetings and provide input on possible solutions, pit falls, and issues regarding initiatives to authorized personnel.
    • Prepare and present progress reports for the COR, senior federal management and stakeholders.
    • Ensure project documents are complete, current, delivered on schedule, and archived appropriately.
    • Work with the COR and federal managers to develop project implementation plans.
    • Work closely with technical teams to assess proposed projects, including prioritization and resource allocation of new projects.
    • Communicate effectively with colleagues to identify project needs, updates, and changes; evaluates alternative solutions.
    • Communicate difficult/sensitive information tactfully.
    • Integrate project plans into program portfolios.
    • Produce project scope documents and detailed functional specifications.
    • Perform complex data analysis and data mapping.
    • Define test strategies, plans, and scripts.
    • Identify and select Contractor personnel with approval from the COR.
    • Prepare and submit all required reports to the COR or authorized personnel.
    • Maintain and submit accounting data including hours expended by individual and labor category by task as well as funds utilized for current periods and cumulatively by task and project.
    • Lead all elements of the project lifecycle for multiple concurrent projects. Apply project methodology (such as, scoping, planning, designing, building, deploying, closing out project) using critical thinking and leadership skills
    • Provide recommendations for project design based on customer’s short/long-term IT strategy and assist with driving new and innovative solutions.
    • Research and maintain knowledge in emerging technologies that may impact customer’s IT challenges.

    Qualifications

    • Ten (10) + years of experience managing software development and IT infrastructure
    • PMP certification
    • Four (4) years of experience managing large (staff of 10 or more) projects
    • Experience with case management systems
    • Experience managing IT functions to include software development, systems administration, data architecture and information security
    • Possesses skills in using Microsoft Project.
    • Understands how to communicate difficult/sensitive information tactfully.
    • Proven ability to meet cost, schedule, and performance requirements for projects.
    • Exceptional verbal and written communication skills and leadership skills
