This STAQSS contract supports the SAF/AQ organization, other PEOs as directed, and other Headquarters Air Force organizations where it is in the interest of the SAF/AQ to have an acquisition support presence within that organization. The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.
SAF/AQQ – Global Reach Programs directs, plans, and programs for development, procurement, and product support of Global Reach programs. Serves as the focal point within the HAF for Global Reach matters associated with integrated product life cycle management and facilitates Global Reach stakeholder collaboration in addressing lifecycle issues. The portfolio includes current and future mobility, special operations, trainer, and special mission aircraft programs, as well as related systems. Programs include C-5, C- 17, C-130J variants, C-130H, VC-25, Presidential Aircraft Recapitalization (PAR), C- 12/20/21/32/37/40, KC-10, KC-135, KC-46A, CV-22, HH-60G, Combat Rescue Helicopter (CRH), UH-1N Replacement, T-1, T-6, T-38, Advanced Pilot Trainer (APT or T-X), Large Aircraft Infrared Countermeasures (LAIRCM), Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM), Combat Air Forces/Mobility Air Forces (CAF/MAF) Distributed Mission Operations (DMO), and the Air Force Academy Powered Flight and Glider programs.
The tasks for this Finance Analyst, Journeyman position include:
a. Analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs.
b. Tracking program cost and funding data through the Planning, Programming, Budgeting and Execution (PPBE) cycles, review and interpret programmatic data, and prepare cost- related inputs for required reports.
c. Performing analyses of program funding for all PPBE phases and other budget exercises.
d. Tracking and assessing resource allocation options and identify possible impacts of proposed funding positions.
e. Researching and analyzing program funding and execution trends data from sources such as the Earned Value Management System (EVMS) and identify issues, recommend solutions. Recommend changes to funding documentation to ensure standardization and compliance with requirements.
f. Utilizing Air Force financial software, automated databases, standard office application software, and database tools. (ABIDES, CRIS, IDECS, Microsoft Office Suite)
g. Updating data in Air Force budget and execution plan preparation databases.
h. Tracking and researching financial regulations and policies. Analyze budgeting and financial processes associated with Air Force PPBE.
i. Developing recommendations on budgeting and financial process improvement.
j. Reviewing budget documentation material.
k. Supporting Life Cycle Cost (LCC) and other program cost-estimating efforts including disseminating information for international partners and Foreign Military Sales (FMS).
l. Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
Active Secret Clearance
Personnel at the Journeymen level in this position shall have a Bachelor’s degree in Accounting, Finance, or Management.
At least 5 years of defense financial management experience, or a compilation of private industry or government experience in financial management of federal government contracts.
Must have acquisition experience.
Must also have experience with big aircraft: KC-46, C-5, C-17, for example.
