Responsibilities

OBXtek is recruiting for a Sr. Acquisition/Budget Analyst to support the Department of Homeland Security (DHS), for support in budget formulation in Washington, DC.

 

Duties include providing support in performing strong acquisition strategic planning and general budgeting functions for requirements and documentation in accordance with all DHS supplements, policy guidance directives and instructions. Specific tasks include, but are not limited to: 

 

Acquisition/Procurement Responsibilities:

  • Provides support to projects by performing complex analytical assignments in multiple areas of acquisition expertise.
  • Possesses demonstrated knowledge and extensive experience in more than one area of expertise within acquisition management.
  • Plan to assist the Requiring Activity in developing complete and comprehensive Procurement Requisition (PR) preparation and review of documents that include but are not limited to the following: Statements of Work (SOW), Acquisition Plans (AP), Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), Determination and Findings (D&F), Determination Assessment, and other relevant acquisition documents as prescribed by Federal and DHS acquisition/ procurement policies and regulations.      
  • Assist with the development of acquisition document templates and any procurement guidance necessary to facilitate the procurement process for all DHS Divisions assigned.
  • Assist with development of the contract award
  • Responsibilities typically include preparing incremental funding modifications, preparation of rate and cost adjustments, and performing all research and preparing all documentation for redirection of effort, coordination of time extension, incorporation of change orders, preparation of stop work orders, preparation of current notices or show cause letters, monitoring of Government property reporting, advise on approval of progress payments, final payment, de-obligation of funding and contract closeout.
  • Candidate may also be required complete the necessary documents to properly closeout contract actions (Cost, Time and Material, Labor Hour, Fixed Priced) and Intra/Inter Agency Agreements for the Contracting Officers Make necessary changes based on Contracting Officers review comments. Complete closeouts.

Qualifications

Must be able to pass a government Public Trust Background Check.

 

This position can be remote to residents in the Washington, DC area.

 

MUST HAVE KNOWLEDGE IN GOVERNMENT ACQUISITION PRACTICES, INCLUDING DEMONSTRATED ABILITY TO:

  • Qualifications: 

    • Understanding and experience with DHS acquisition and policies
    • Have a working knowledge and understanding of Software Applications such as: MS Office (Excel, Word, PowerPoint, Outlook), Adobe Acrobat, PRISM, Federal Procurement Data System (FPDS-NG) FedBid, FedBizOpps, EPIC, and other procurement software that is used by DHS.
  • Have a true attention to detail and a critical thinker.
  • Know how to move between different systems 
  • Provide operational and administrative support
  • Comply with established laws, regulations, and department policies and procedures

EDUCATION:

  • BA/BS, additional experience can be substituted for education
