OBXtek is staffing for a Operations Specialist (Junior) for the Army TENCAP SETA  program supporting the Product Manager TENCAP (PdM TENCAP). PdM TENCAP falls under Program Executive Office – Intelligence Electronic Warfare and Sensors (PEO IEW&S) and chartered with the responsibility of executing the Army’s TENCAP program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities.


The Operations Support Specialist supports the contract team to ensure succeful operations and support to PdM TEANCAP.  Responsibilities include:

  • Admin Support: Provide administrative support through the form of distributing incoming/outgoing correspondence; answering telephones/electronic mail and maintaining messages, reviewing, producing, and finalizing correspondence and briefing materials to include copying and binding of large briefings and/or reports within the timeframe provided. An understanding and demonstrated use of software applications to include but not limited to various Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook,Project) and use of SharePoint is required. Coordinate responses to Congressional inquiries; review, correct, staff and track Memoranda of Agreement (MOAs)/Memoranda of Understanding (MOUs).
  • Task Tracking: Coordinate with the higher headquarters (PEO IEW&S) operations staff on behalf of PdM TENCAP. Act as the manager of all external taskers; these taskers are received primarily through the Army's Task Management Tool (TMT). Review and assess each task, request guidance from TENCAP leadership as required, communicate assignment of each task to appropriate POC(s), review, compile and make administrative corrections to the POC submissions, then submit the tasking prior to the deadline. Track internal taskings as directed.
  • Ensure the Army TENCAP SharePoint content site is kept up to date and shall be responsible for posting Army TENCAP documentation to the PEO IEW&S, PM SAI, or other SharePoint sites.
  • Coordinate conference rooms to support meetings. Coordinate NIPR, SIPR and JWICS VTCs, Defense Collaborative Services, or other collaborative online meeting systems designated by the government. Coordinate with external VTC participants and local PdM TENCAP network administrators to ensure that all needed participants have appropriate information to view and attend the meetings.
  • Generate and maintain personnel lists (Name, work phone numbers, work email) and conference phone lists. Maintain and update the TENCAP organizational chart.
  • Distribute, assign, and track telephones, computers, monitors, printers, and other office equipment and supplies; coordinate with the AGC IT help desk staff on requirements and issues associated with NIPR, SIPR and JWICS networks, equipment and services; identify IT purchase requirements, and work with resource management and logistics to order equipment as needed work with TENCAP logistics to ensure that all IT property is properly reflected in the TENCAP installation property book including issues and turn-ins; and provide information to enable TENCAP logistics to update IT information on subhandreceipts.
  • Coordinate with government leadership to identify the appropriate workspace for incoming personnel; coordinate IT support as required; and coordinate with the AGC facilities team and the government logistics team to identify furniture requirements.
  • Update PdM TENCAP Calendars every business day. This includes Army TENCAP Operations (Internal and External Meetings and significant events), PdM TENCAP and DPdM's Calendar.
  • Coordinate visits to TENCAP by external visitors, including General Officers and members of the Senior Executive Service. Coordination includes: ensuring visit security clearances are passed and received by security team, drafting and distributing agendas, providing maps to visitors, obtaining VIP parking, and meeting and escorting visitors.
  • Conduct travel planning and voucher submission in Defense Travel System.
  • Assist the TENCAP leadership team in planning and executing events including individual recognition (promotion, retirement, departure, award presentation, etc) and team morale events.
  • Identify events or issues that meet higher headquarters Commander's Critical Information Requirement (CCIRs) reporting requirements. Coordinate with the appropriate TENCAP team member to draft the CCIR. Upon director or deputy director approval, submit the CCIR to the higher headquarters and track and update status as required.
  • Coordinate with TENCAP team members to assemble the draft weekly classified and unclassified reports to higher headquarters and develop the input for the higher headquarters' weekly status meeting.
  • Coordinate facility maintenance requirements with the Army Geospatial Center and Humphrey Engineering Center.
  • Track SOP and Policy status, coordinate with the director and deputy director for updates to the SOPs, coordinate updates with the TENCAP subject matter experts, staff updates for signature, and maintain the SOP and Policy files in digital and paper form.
  • Work with the deputy director and government logistics lead, to manage TENCAP's assigned General Services Administration (GSA) vehicles (2 each) used for local travel and TDY by the government. Work will include coordinating maintenance with the government team and the GSA and dispatching the vehicles to government individuals requesting their use.


Ability to obtain and maintain a Top Secret (TS)/Sensitive Compartmentalized Information (SCI) security clearance.



  • Shall have a minimum of 2 years experience in providing operations support for an executive office. Experience shall include a minimum of two years experience utilizing Microsoft Office


  • Bachelor's Degree 
  • Experience supporting distribution, assignment and tracking of telephones, computers, monitors, printers, and other office equipment and supplies. Experience in a variety of administrative tasks including calendar management, travel coordination, workspace management.
