Responsibilities

OBXtek is staffing for a contingent Cost and Price Analyst to work the GLASS augmentation program supporting the Army Sustainment Command. This project supports the Global Logistic and Support Services (GLASS) augmentation program for the Army Sustainment Command (ASC), its subordinate commands and Army Contracting Command – Rock Island (ACC-RI). This position is contigent upon contract award.

 

GLASS provides essential Advisory and Assistance Services (A&AS) to support the Army’s Materiel Enterprise and supporting programs and staff support functions.  GLASS is a multiple year, multi-faceted, global program with a heavy focus on logistics, concepts, processes, and operational and technical support.

 

The general tasks for this position will be to:

  • Provide cost performance analysis in support of service contracts.
  • Provide funding forecast analysis using qualitative, time series analysis, casual relationships and simulation forecasting methods.
  • Perform cost variance analysis using either quantitative or analytical techniques to reflect any significant variance between the projected costs to the estimated/negotiated budget plan.
  • Prepare statistical data of costs and quantity with detailed narrative explanations concerning each category of costs.
  • Perform analysis of costs related to level of effort performed on service contracts.
  • Perform lease verse purchase analysis.
  • Prepare Independent Cost Estimates (ICEs) in support of Contractor Operation Requirements, Engineering Support Services, Base Operations Support Services, Supply Support Services, Facility Maintenance Support Services, Equipment Maintenance Support Services and Transportation Support Services using the following estimating methods: Analogy (Top Down), Parametric (Statistical), Engineering (Bottom Up) and Actual Costs (Extrapolation).
  • Develop cost estimating relationships, an equation used to estimate a given cost element using an established relationship with one or more independent variables.
  • Prepare monthly cost performance reviews and evaluation briefs for Government approval.
  • Perform a variety of special non-recurring projects and studies for assigned program areas that involve problem definition, data gathering, coordination, analyses, evaluation, compilation, and preparation of final reports and documentation.

Qualifications

Ability to obtain and maintain a Secret security clearance.

 

Experience:

  • Three years cost analysis and cost estimating experience in support of services contracts. 
  • Ability to research, identify, analyze and recommend solution to problems.
  • Comprehensive knowledge of a wide range of financial and management concepts, principles, objectives, and methodologies. This includes knowledge and skill in in the principles, practices, and methods of agency planning, programming, budget execution, obligations and commitments, and cost accounting standards in accordance with the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS).
  • Knowledge of cost analysis principles, methodologies, theories, and techniques of analysis and evaluation, along with knowledge of standardized cost analysis practices and procedures to conduct studies relating to the development, acquisition, and operation of service contracts.
  • Knowledge of established cost analysis principles, techniques of inflation/escalation, statistics, acquisition requirements, pertinent regulations and guidelines, and the skill in applying analytical and evaluative techniques to the analysis of cost.
  • Knowledge of and skill in applying the principles and practice of cost analysis to review, edit, and consolidate estimates from contracts, and adjust data in related forms and schedules.
  • Thorough knowledge of contractor performance and techniques for anticipating cost overruns, schedule slippages, and technical problems to maintain a continuous surveillance over actions; and to anticipate, surface, and correct potential program problems.
  • Knowledge of analytical techniques (e.g., linear regression, linear programming, critical path analysis, network theory) to evaluate and analyze fund requirements, cost schedules, and production processes.
  • Ability to communicate orally, in writing and to produce information through the use of computers and software programs.
  • Must be proficient in Microsoft Excel at the intermediate level (processing and analyzing data).

Education/Certifications:

  • Years of experience may be substituted with a Bachelor of Science degree in accounting, business administration or finance.
