Responsibilities

OBXtek is seeking the provision of full-time Instructor, Writer, and Assessor for the Army National Guard (ARNG) ARNG G2 Security Manager Course located at the Professional Education Center (PEC) located at Camp Joseph T. Robinson, North Little Rock, Arkansas.

 

The necessary qualifications of the Instructor, Writer and Assessor are detailed below. The new hire will train and educate students attending the scheduled Security Managers Course and assist the Professional Education Center (PEC) Training Development team and the NGB program managers with the analysis, design, development, implementation, and evaluation (ADDIE) process to the training development process, resulting in the development, updates, and maintenance of courseware and training products.

 

The new hire will also assist the Army National Guard Protection Assessment Team (PAT) by coordinating, assessing, and briefing the inspected units of the ARNG specifically in areas of information security, industrial security, and personnel security. Some travel of a minimum of 5 and maximum 12 days is required. 


All course instruction/preparation for instruction are conducted in-person at the PEC.  All assessments are conducted at the scheduled State/Territory.  Remote work is limited to times that may fall in between classes and assessment activities.

 

The major tasks for this position with Training Management Branch, Operations, and Training are: 

Security Manager Course Instuctor:

  • Conduct Pre-Course activities required for the Security Manager Course per TRADOC and PEC policies.
  • Instruct 4-6 Security Manager Courses consisting of approximately 72 hours/18 x POI Lesson Plans in the disciplines of Personnel Security (PERSEC), Information Security (INFOSEC) and Industrial Security (INDUSEC) at the PEC at Camp Joseph T. Robinson, AR.
  • Conduct Pre and Post-Course activities required for the Security Manager Course per TRADOC and PEC policies.
  • Manage course documents in MS Teams
  • Prepare Security Manager Course metrics for PEC, CIAB and NGB leadership.
  • Participate in all relevant meetings as applicable.

Course Developer/Writer:

  • Be familiar with the approved Systems Approach to Training (SAT) and its suggested model, Analysis, Design, Development, Implementation and Evaluation (ADDIE) Model Process and Adult Learning Theory to develop training courseware in accordance with Training and Doctrine Command, TRADOC Regulations and Pamphlets as specified in Section 6.0 and the Annex D, Training Standard Operating Procedure, of the PEC SOP.
  • Assist the PEC Training Development and NGB with the facilitation of any required Critical Task Selection Boards (CTSSB). The board will be conducted per TRADOC Regulations and Pamphlets, TR 350-70, TRADOC PAMPHLET 350-70-1, TRADOC PAMPHLET 525-8-2, and NGPEC SOP Annex D.
  • Assist the PEC Training Development with scheduling and conducting meetings as part of the Course Analysis process and within prescribed time limits specified by PEC Training Development course lead.
  • Utilize MS Teams calendar to assist in notification and scheduling all CTSSB related activities.
  • Assist the PEC Training Development course lead in preparing and submitting a list of board members and their supervisors to the COR.
  • Assist the PEC Training Development course lead with scheduling resources required to conduct the board (i.e., rooms, computers, projectors, tele- conferencing, VTC) 45 days prior to the CTSSB.
  • Be the CIAB point of contact for all Security Manager Course CTSSB activities.
  • Review regulatory guidance identified by the training center or board members for situational awareness, inclusion into training products, and to assist in the board facilitation.
  • Review the CTSSB rules of engagement listed in the CTSSB room for situational awareness to assist in the board facilitation.
  • Assist the PEC Training Development course lead with the facilitation of the board as needed to ensure a. That all participants are treated fairly and given equal opportunity to contribute throughout the board process.  b. Ensure all equipment is working (i.e., projector, VTC, computer) c. Provide appropriate CTSSB documents or references to board members.  d. Conduct the board IAW Training and Doctrine Command (TRADOC) 350 -70, TRADOC Pamphlet 525-8-2, and NGPEC SOP
  • Submit CTSSB packet to the COR within 7 working days upon receiving it from the PEC Training Development course lead. 
  • Assist the PEC Training Development course lead in Designing, developing (IAW TRADOC 350-70), and obtain TRADOC validation for a minimum of 4 courses per year. 4.0.5. Task Specific Requirements for Courseware Development for the following courses: which together assembled create the Security Managers Course.
  • Assist the PEC Training Development course lead in identifying sufficient time requirements for each learning objective/lesson plan.
  • Assist the PEC Training Development course lead in creating course map that identifies the sequence of training and the course length.
  • Assist the PEC Training Development course lead in creating and recommending formal and informal evaluation plans. The evaluation plan determines how to assess the accomplishment of each learning objective.  Examples of informal evaluations could include but are not limited to checks on learning, quizzes, periodic instructor feedback and after-action reviews.
  • Assist the PEC Training Development course lead in creating/revising and recommending the Individual Student Assessment Plan (ISAP) IAW TP 350-70-14 Table 6-3 and obtain approval by the COR for each course. The ISAP informs students, instructors, and other personnel of graduation requirements. The ISAP establishes policies and procedures that state student requirements for course graduation. See Technical Exhibit 17, ISAP format.
  • Assist the PEC Training Development course lead in developing and recommending Training Support Packages (TSP) that include all courseware that is required to conduct training. Training products include Programs of Instruction (POI), Course Administrative Data (CAD), Individual Training Plan (ITP), Course Management Plan (CMP) and training materials to include lesson plans, audio visual aids, assessment items and multimedia products IAW TRADOC standards. 
  • Continuously review, evaluate, recommend, and submit changes based on the educational soundness, application and improvement of doctrinal literature publications, educational policies and procedures, and instructional systems throughout the ADDIE process.
  • Participate in all relevant meetings as applicable.

Army Protection Program Assessments (APPA)

  • Participate and Serve as the NGB G2 representative to assess the G2 Security Programs for up to 18 x APPAs annually in various states and U.S. Territories
  • Coordinate with NGB G2 Security Programs to ensure you understand APPA benchmarks and requirements prior to conducting the assessments.
  • Coordinate with state level G2 Security Programs POCs for upcoming APPA’s.
  • Prepare and manage APPA related documents utilizing MS Teams
  • Prepare APPA metrics for NGB leadership.
  • Participate in all relevant meetings as applicable

Qualifications

REQUIREMENTS:

  • Active Secret Clearance is desired; however, will consider those who may be eligible for Interim Secret Clearance based on SF86 review.
  • Strong familiarity and experience with Microsoft programs including Outlook, PowerPoint, Excel, Word, and Teams.
  • Strong PERSEC background as well as experience using the Defense Information System for Security (DISS).  Possess a basic understanding of Information Security.
  • Must have certification in: Common Faculty Development Program Instructor Course (CFDP-IC) or become certified within 6 months of hire.
  • Must have certification in the Common Faculty Development Developer Course (CFD-DC) or become certified within 1 year of hire.
  • Have experience as a participating member of military assessments/inspections.
