Responsibilities

OBXtek is seeking an experienced Program Manager (PM) to support the Air National Guard Readiness Center Innovation Office (ARCWERX), Tucson, AZ, and their designated Mission Partners to provide professional services and technical deliverables to satisfy the requirements of the Research, Test, Evaluation, Modernization, and Innovation Support (ARTEMIS) Task Order (TO). This TO provides program management, innovative research and development, subject matter expertise, software development and testing, digital engineering, aircraft and aerospace systems integration and testing, mission concepts of operation, training, prototype test article development and limited procurement and related special studies to demonstrate and assess aerospace and ground capabilities and techniques. This includes providing specialized research and development (R&D), technical, and programmatic support related to innovative technology enablers for aircraft and aerospace related military, intelligence, and counterintelligence missions.

 

This is a key role for a results-oriented person with the ability to manage a program of complex high-profile cross-functional projects, communicate effectively across the organization, encourage sound decision-making, and mentor staff working on projects within the program. This role requires a leader who is highly functional in a dynamic, complex environment, with strong program management, project management, risk management, communications, matrix management, multi-tasking, and relationship building skills. Must be able to quickly synthesize information, assess impacts/risks, and resolve conflict to drive creative solutions. Maturity, high judgment, negotiation skills, ability to influence, analytical talent and leadership are essential to success in this role.

 

The PM will lead the OBXtek Team and provide management, direction, administration, quality assurance and leadership for all Contractor personnel in the execution of the ARTEMIS TO and ensure compliance with all Performance Work Statement (PWS), contractual requirements, and timely/accurate completion of all deliverables to include Program Management; Systems/Digital Engineering and Technical Services; HW/SW Rapid Prototyping, Testing, and Integration; Modeling and Simulation and Performance Assessments; Advanced Special Studies; Education, Training, and TTP Development; Innovation Services Support; ODC Reporting; Travel Reporting; and Monthly Status Reporting. Deliverables can be in the form of Technical Direction Letters (TDLs), Rapid Prototyping of aircraft and aerospace systems, and implement and sustain IT capabilities for ARCWERX. Must be able to lead a large contractor team spanning multiple CONUS locations and temporary OCONUS locations and oversee multiple concurrent projects.

Qualifications

Active Top Secret (TS) clearance with current eligibility for Sensitive Compartmented Information (SCI) is required.

 

Required Education / Experience:

 

Bachelor of Science (BS) or Bachelor of the Arts (BA) degree from an accredited institution or eight years of relevant experience working as a program manager.

Possess a minimum of ten years of experience working on DoD Service-specific and/or Joint-Service TDLs.

Possess a current certification in at least one of the following:

  • Project Management Institute (PMI) Project Management Professional, PMI Program Management Professional (PgMP) certification, or equivalent program or project management certification.
  • Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.

Highly Desired:

  • Master of Business and Management (MBM), a Master of Business Administration (MBA), or a master’s degree in a related technical discipline (e.g., Engineering, Aerospace, or Electronics).
  • Minimum of six years of experience managing large Task Order (TO)/Technical Direction Letter (TDL) projects greater than $100M with one or more of the managed projects have included supporting the AFRC Innovation Center; Air National Guard support elements; or Air National Guard-Air Force Reserve Test Center.
  • Previous experience supporting DoD or USAF RDT&E or OT&E efforts/programs.
