Position Title: IT Manager

Organization: Federal Motor Carrier Safety Administration (FMCSA)

Location: Remote

 

The IT Manager will support the Federal Motor Carrier Safety Administration (FMCSA) and will spearhead Architectural and Software Development for the Commercial Drivers’ License Information System (CDLIS) Gateway project, a critical initiative interfacing with numerous endpoints to translate data seamlessly between different formats based on origin and destination. This role demands a seasoned professional capable of orchestrating program and software engineering efforts, adept at managing cross-functional teams across multiple facilities. The Gateway is housed in the Azure Government Community Cloud.

Key Responsibilities:

Architectural Design: Lead the architectural design phase of this mid-size program, collaborating with stakeholders to define requirements and develop comprehensive technical blueprints for the implementation of new systems and applications.

Software Development: Take ownership of software development activities within the program, leveraging cutting-edge technologies and best practices to build scalable, efficient, and maintainable solutions that meet FMCSA's needs.

System Integration: Ensure seamless integration of new systems with existing infrastructure and third-party applications, orchestrating data flows and implementing interoperability standards to facilitate smooth communication between disparate systems.

Quality Assurance: Implement rigorous testing processes to validate the functionality, performance, and security of developed solutions, identifying and addressing any issues or defects in a timely manner to ensure a high level of quality.

Documentation and Compliance: Maintain comprehensive documentation of architectural designs, software components, and development processes, ensuring compliance with FMCSA's standards and regulatory requirements.

Technical Leadership: Provide technical leadership and guidance to the development team, mentoring junior engineers and fostering a culture of innovation, collaboration, and continuous improvement.

Qualifications

 

Qualifications:

  • 15 Years experience in field
  • Bachelor’s degree in computer science, Software Engineering, or a related field; advanced degree preferred.
  • Proven experience in software architecture and engineering, with a strong background in designing and developing complex, enterprise-level applications.
  • Proficiency in a variety of programming languages and development frameworks, with expertise in C#, .NET 4.5, Team Foundation Server (DevOps) (Required)
  • Extensive knowledge of software design patterns, architectural principles, and best practices, with a focus on scalability, performance, and maintainability.
  • Experience with cloud computing platforms (e.g., AWS, Azure).
  • Familiarity with agile software development methodologies and DevOps practices, including continuous integration, continuous delivery, and automated testing.
  • Excellent communication skills, both verbal and written, with the ability to articulate complex technical concepts to non-technical stakeholders effectively.
  • Scrum Fundamentals.
  • Experience with State Driver’s License Agencies (SDLAs), the American Association of Motor Vehicles Alliance (AAMVA).
