Responsibilities

OBXtek is staffing for an Acquisition Specialist, Sr. - General (SSC/CGC – GPS Ground C2) for the United States Space Force (USSF) Space Systems Command (SSC) Acquisition Support Services contract to support Military Communication (MilComm) & Positioning, Navigation and Timing (PNT) Directorate. This contract  provides the MilComm & PNT Directorate with a broad range of acquisition capabilities to execute effective and responsive integrated program management of space-related research, development, production, operations and maintenance, and lifecycle acquisition activities.  Position is contingent upon contract award.

 

This position interacts with Directorate leadership. The individual will provide support to Space Force customers in El Segundo, CA. Key duties associated with this position include:

  • Tools, Processes and Procedures. Develop, maintain, and update instructions, implementation guides, charters, and standardized processes in accordance with the latest regulations and directives. Support the development, procurement, data collection, usage, modification/enhancement, implementation, integration, testing, documentation, verification, validation, protection and maintenance of tools, processes, guidelines, methodologies, models, simulations, databases, web sites, reports, and applications to support the execution and management of MilComm & PNT acquisition and sustainment programs.
  • Assist Government Database Maintenance. Develop, document, modify, transition to, and maintain standard functional databases to support organizations in meeting mission requirements, as
  • required.
  • Planning, Document Reviews, and Assessments. Review documents for consistency with applicable military, federal, state, local, contractual, commercial, international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements, and/or standards and report findings to the Government.
  • Reporting Discrepancies, Findings, and Recommendations. Identify acquisition discrepancies from reports, documents, briefs or deliverables and report them to the Government. Document all findings and/or recommendations and upon Government approval of any recommendation, monitor them for proper implementation and/or resolution, as directed.
  • Contractor Recommendations. Provide recommendations to the Government on deliverables or services with multiple options maximizing the Government’s ability to make a knowledgeable and concise decision consistent with its responsibility to perform in the public’s best interest.
  • Assistance during Government Source Selection/Sole Source Activities. Serve as technical evaluation advisors and evaluate Program Contractor proposals in accordance with request for proposal requirements, record results, and provide them to the Government Technical Evaluation Board (TEB).
  • Routine and Ad hoc Meetings. Travel to participate in both regular and impromptu meetings at intervals and durations deemed appropriate by management depending upon program area requirements and workload. Routine meetings include but are not limited to staff, working groups, tag-ups, status reviews, task management, Director’s weekly staff, stand-up, Deputies Forum, Corporate Management Board, Human Resources Corporate Board, PEO-level Program Management Reviews, Program Executive Officer Program Management Reviews, and special topic meetings to include international partners. Ad hoc meetings include but are not limited to IPT, technical interchange, process improvement, program manager, and CO support.
  • Meeting Administration. Attend and add value to routine and ad hoc meetings. Adding value includes, but is not limited to; maintaining professionalism, offering expertise and recommendations, gathering and distributing meeting materials, reserving conference rooms, Microsoft Calendar for all invites, efficiently scheduling durations (e.g., begin/end on time), recording attendance, and ensuring key members are present. Identify and distribute the purpose and objective as defined by the meeting principal to key attendees in advance via Microsoft Calendar. Capture action items, record minutes, and disseminate to all invitees in a timely manner.
  • Meeting Materials. Generate, consolidate and present material, reports, and point papers as required to support meetings relevant to the functional disciplines. Provide a summary list of all materials prepared in support of meetings shall be included in the Monthly Status Report to include the name and hours expended for development.
  • Archiving Data. Archive and electronically back up all products to include, but not limited to; analyses, studies, reports, training, presentations, data, research, and documents generated and received during the performance of this TO for immediate accessibility on Government approved server(s). Maintain Government data in accordance with Air Force Instruction 33-322, Records Management, and Information Governance Program, and as directed by the Government.
  • Functional Training. Provide on-the-job training to Government personnel focused on the functional disciplines in this PWS. Essentially training Government personnel on DoD Acquisition policies and procedures conducted for EAS and OSS in accordance with the applicable compliance/reference documents. Develop or update training materials for the processes, standards, tools, and products in order to train the affected MilComm & PNT workforce in the appropriate use of the products. Present training at an estimated rate of three sessions per quarter, with each session lasting no more than two hours in length. The Contractor shall collect metrics to measure the effectiveness of the training and provide a summary to the Government within 90 days of training completion.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations.

 

Salary Range: $135,000 - $220,000k/year

Qualifications

US Citizen and possession of a current Secret Clearance

 

Required Qualifications

  • Masters Degree (MA/MS) in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics.
  • 10 or more years of extensive, relevant experience working on high-visibility or mission critical aspects of a given program performing all functional duties independently and overseeing personnel in the same career field.
  • Excels in advising, improvising, optimizing, and making thorough recommendations to Government Senior Leaders
  • Expertise using MS Office applications and DoD, Air Force, and/or Space Force tools.

Preferred Qualifications:

  • Master’s Degree in business desired (Master’s Degree in an unrelated field requires an additional 2 years of relevant experience or relevant Professional Certification)
  • APDP Level III or equivalent is desired.
