OBXtek is seeking a highly experienced Program/Systems Analyst III to serve as a subject matter expert providing technical guidance and information to meet requirements to a lesser degree than the level IV Program/Systems Analyst. Works independently with minimal guidance on complex projects and assignments. Tasks require expert level application of established methods, procedures, techniques, criteria, and programs. Completed work reviewed for soundness of analysis, the suitability of methods used, and for conformance with organizational analytical procedures and practices. Programs and issues may present problems not susceptible to resolution by accepted methods and/or may require application of new developments and theories.
Fourteeen (14) or more years of progressively responsible experience in the management of acquisition programs across a wide range of technical commodity areas to include three (3) years as the team leader of an acquisition project and an additional five (5) years as a practicing analyst responsible for a functional area of an acquisition program. Experience must demonstrate each of the following:
(1) Knowledge of the Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases of the acquisition process.
(2) Sufficient familiarity with modern qualitative and quantitative analysis tools to apply to the solution of problems and to provide guidance on the selection and use of such tools.
(3) Advanced knowledge of modeling and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles of scientific and economic disciplines in determining solutions.
(4) Knowledge of systems integration techniques, system trade-off analysis, and/or program planning.
Bachelor’s Degree in Business or other closely related technical discipline.
Five years of additional experience within the last ten years in any combination in the following areas:
(1) Experience in assessing cybersecurity and mission assurance at Army, Joint, and Combatant Command exercises including systems and programs listed below, System / Program Names. Experience is defined as activities to include exercise planning, assessment execution, data collection during assessment events, data analysis and reporting.
(2) Experience supporting the Office of the Secretary of Defense Director of Test and Evaluation Cybersecurity Assessment Program.
(3) Experience in the application of Office of the Secretary of Defense Director of Test and Evaluation Cybersecurity Assessment Program assessment methodologies, analysis, evaluation, exercise integration, and reporting phases.
(4) Experience with both oral and written communication such as briefings, writing technical papers, etc. for cybersecurity systems and programs as specified below, System / Program Names.
