Responsibilities

OBXtek is staffing for a Senior Budget Analyst for the Project Manager Cyber and Space (PM C&S) System Engineering and Technical Assistance (SETA) support program. 

 

Work is on-site at Hannover, MD.  This is a Key Personnel position.

 

The position is responsible for accepting, processing, and controlling funds received from customers; researching, reconciling, and transferring open reimbursable funds; attending financial meetings, briefing statuses of funds, preparing account reconciliation, preparing special financial reports; preparing budget reports; maintaining travel funds; querying information from DAI, LMP & GFEBS, maintaining and updating excel files; querying databases for funds, commitments, obligations, disbursement status, and contract reconciliation; inputting PWDs into LMP; inputting commitments and obligations into STANFINS, DAI, LMP & GFEBS; researching and reconciling discrepancies; preparing funding documentation and managing/updating obligation plans.

 

Key responsibilities include:

  • Accept, process, and control funds received from customers.
  • Research, reconcile, and transfer open reimbursable funds.
  • Attend financial meetings and brief statuses of funds.
  • Prepare account reconciliation, special financial reports, budget reports and maintain travel funds.
  • Query information from Defense Agencies Initiative (DAI), Logistics Modernization Program (LMP), and General Fund Enterprise Business System (GFEBS) database for funds, commitments, obligations, disbursement status, and contract reconciliation.
  • Input PWDs into LMP and input commitments and obligations into Standard Finance System (STANFINS), LMP & GFEBS.
  • Research and reconcile discrepancies on Inter-fund bills, Total Package Funds, over-disbursements, Negative Unliquidated Obligations, duplicate payments.
  • Prepare Military Interdepartmental Purchase Requests (MIPRs).
  • Manage obligation plans.

** Position is contingent upon contract award.

Qualifications

Must possess a DoD Top Secet /SCI security clearance.

 

Experience

  • Experience with Standard Finance System (STANFINS), General Fund Enterprise Business System (GFEBS), Logistics Modernization Program (LMP) and Defense Agencies Initiative (DAI).
  • 10 years experience providing budget analysis for multiple large projects.

 

Education/Certification 

  • MA/MS/MBA from an accredited college or university (Degree in Accounting, Business, Finance preferred).
  • Advanced proficiency in Excel.
  • Strong analytical ability, written, and verbal communication skills.
