Responsibilities

OBXtek is staffing for a Program Manager (PM) to lead the Defense Cyber Solutions Branch Mission Support program. The PM will work on-site at Adelphi, MD and lead a geographically dispersed team.

 

The PM is responsible for the overall program management of the contract: providing management, direction, administration, quality assurance, and leadership in the execution of a large project with multiple contractors and several dissimilar tasks. This includes budgeting, scheduling, trade-off analysis, lifecycle cost, risk management, requirements development, and strategy reports. The PM ensures that the Performance Work Statement (PWS) and Contract Data Requirements Lists (CDRLs) are maintained and assesses program procedures, practices, strategies, and documentation for compliance with contract specifications and mission requirements. Must possess all mandatory qualifications to be considered for this position.

 

Key responsibilities include:

  • Serve as the primary point of contact for all project task orders, ensuring the delivery of services is of the highest quality and consistently exceeds expectations.
  • Demonstrate subject matter expertise in the Cyber Security Service Provider (CSSP) area, as well as in cybersecurity tools, technologies, and policies across both commercial and government sectors that may impact the CSSP program.
  • Oversee all aspects of team management, including Customer Engagement, Project Management, Quality Assurance, Finance, Inventory, Assessment Support, System Administration, and Procurement/Purchasing to ensure successful project execution.
  • Possess strong expertise in process improvement, strategic information planning, business process reengineering, and organizational management practices.
  • Proactively identify, assess, and mitigate risks to ensure project success and continuity.
  • Provide daily supervision and clear direction to personnel across all functional areas, ensuring alignment with project goals and objectives.
  • Continuously analyze and propose enhancements to customer support and the delivery of CSSP services, driving ongoing improvements in service quality and effectiveness.

The PM must have a detailed knowledge of daily activities associated with the PWS and is responsible for day-to-day communication with the COR and daily management of contract personnel.

Qualifications

Must possess a DoD Top Secet /SCI security clearance.

 

Experience

  • Experience in detailed management and oversight of a Contractor or Government team, including conducting requirements analysis, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • 6 years of experience managing Government programs, with at least two years in a supervisory capacity where you have directly managed and supervised others.

 

Education/Certification 

  • Master's Degree in Cybersecurity from an accredited college or university.
  • PMP Certification and/or DAWIA Program Management Certification in Program Management.
