Responsibilities

The STAQSS III contract supports the Secretary of the Air Force for Acquisition (SAF/AQ).  The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.

 

Tasks for this position include:

  • Lead strategic planning, budgeting, and staffing efforts in response to task requirements.
  • Formulate, communicate, and enforce quality work standards.
  • Monitor progress and resolve any issues impacting successful capability delivery.
  • Ensure compliance with all administrative and contractual requirements.
  • Serve as point of contact for the CO and the COR.
  • Be available to the CO and COR via telephone during normal duty hours and shall respond to request for discussion or resolution of technical problems within 48 hours of notification.
  • Handle confidential and classified (Secret/TS-SCI) information, correspondence, and communications.

Qualifications

Active Top Secret Clearance with SCI Elligibility

 

Proven Experience:

  • Minimum 10+ years of program management experience, with at least 5 years supporting DoD or Federal acquisition programs.
  • Experience managing large teams (120+ personnel) and complex contracts.
  • Demonstrated experience in financial management, including budget formulation, execution, and reporting.
  • Experience with the DoD acquisition lifecycle, specifically regarding advisory and assistance services.
  • Proven ability to manage schedules, budgets, and deliver within cost, schedule, and quality standards.
  • Experience overseeing contracts, ensuring compliance with terms, and managing performance.
  • Experience leading teams and coordinating tasks for timely completion of deliverables.

Education and Certifications:

  • Bachelor's degree in Business, Finance, Management, or a related field; a Master's degree is preferred.
  • PMP certification or DAWIA Level III in Program Management (or equivalent) is highly preferred.
  • Strong understanding of federal contracting regulations (FAR, DFARS, etc.).

Technical & Functional Knowledge:

  • Familiarity with Headquarters Air Force (HAF) operations, including processes, organizational structures, and priorities.
  • Knowledge of Air Force acquisition processes and procedures desired.
  • Understanding of contracting procedures, including Performance Work Statements (PWS), Statements of Objectives (SOO), and Quality Assurance Surveillance Plans (QASP).
  • Proficiency in Microsoft Office Suite and relevant project management tools.

  • Excellent communication and negotiation skills, for stakeholder engagement and building effective relationships.
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, especially to senior leadership.
  • Expertise in conflict resolution and promoting a collaborative and respectful environment.
  • Strong stakeholder management skills, understanding stakeholder needs and building consensus.

Strategic and Problem Solving Abilities:

  • Strategic planning and thinking, with the ability to define program goals in alignment with agency requirements.
  • Superior analytical skills to gather, integrate, and synthesize information, and to identify and analyze complex technical problems and develop innovative solutions.
  • Effective risk management skills, identifying potential risks and developing strategies to mitigate them.
  • Strong decision-making skills, even when data is limited or complex, considering all factors and potential implications.
