Responsibilities

OBXtek is currently staffing for an Instructional Systems Designer III who is responsible for working collaboratively with various stakeholders in the conceptualization, design, development, and on-time delivery of technical training curricula.  The candidate must have a firm grasp of experiential learning methodology (ELM) that engages adult learners in hands-on activities to gain a new depth of knowledge and develop critical problem-solving skills.  The incumbent exercises independent judgment requires administrative supervision to design and develop curriculum in accordance with the Instructional Systems Design model based on the principles of Adult Learning Theory, Bloom’s Taxonomy, and ELM. 

 

Major Duties:    

  • Applies principles of Adult Learning Theory, Bloom’s Taxonomy, and ELM to all phases of the curriculum design process to develop instructor-led training, eLearning and blended learning;   
  • Serves as the Instructional Design expert at every facet of the instructional design process to design, develop, and implement training curriculum for new course proposals, course redesign, course revisions, and instructor performance evaluations; 
  • Manages course evaluations for alpha, beta, and pilot testing to ensure training curriculum adheres to the adult education standards and ELM principles;  
  • Manages multiple projects with overlapping requirements to provide the necessary support and weekly updates of course activities to achieve the rapid development timelines;   
  • Provides curriculum management by maintaining all curriculum records, scheduling curriculum reviews, conducting curriculum quality control reviews, implementing recommendations, and tracking revision history. 
  • Develops learning goals and objectives, lesson plans, presentations, activities, practical assessments, and other course materials for instructor-led training, eLearning and blended learning;   
  • Leads, develops, and analyzes the needs assessments for course development, course evaluation, and instructor evaluation to recommend training solutions; 
  • Evaluates courses and learning objectives to develop Kirkpatrick Level I, II and III assessments as well as questionnaires and user surveys;    
  • Serve as an ISD instructor to facilitate and train staff on the curriculum design process, principles of Adult Learning Theory, Bloom’s Taxonomy, and ELM; 
  • Performs instructor certification evaluations to ensure instructors are properly trained in current instructional methods, principles of adult learning, and applicable subject matter.   

Qualifications

  • Bachelor’s degree with a concentration in adult learning, education, or curriculum development; a Master’s degree or eight (8) years’ equivalent experience in instructional design, instructional technology, organizational development, or educational psychology preferred;    
  • Eight (8) years of professional experience working in a collaborative environment in curriculum design and development based on several of the following: instructional systems design, education and adult learning principles, ELM principles, Bloom’s Taxonomy, cooperative learning, programming and authoring tools; 
  • Advanced knowledge level and experience working in all five phases of the Instructional Systems Design model and creating assessments;
  • Demonstrated skill of shifting approach in response to the demands of changing situations;  
  • Strong interpersonal and organizational skills; high attention to detail, self-starter, results driven, and ability to follow through on details is essential; 
  • Excellent writing, proofreading and design skills to develop training course materials; 
  • Must possess excellent written and spoken use of the English language; 
  • Must be proficient in the use of Microsoft Office Suite (MS Word, PowerPoint and Excel) to include SharePoint; 
  • Professional experience working in eLearning applications preferred. 
  • Two (2) years as a Level II Instructional Systems Designer is preferred;   
  • Experience as an instructor or experience in public speaking, delivering briefings, or instructions is required; 
  • Department of State work experience is preferred. 

Security Clearance:    

Must be a U.S. citizen and possess or be able to obtain/maintain a SECRET clearance.
