Summary

OBXtek is staffing a Targeting & All-Source Intelligence Subject Matter Expert (SME) to provide Functional Area Manager (FAM) support for ANG Intelligence, Surveillance & Reconnaissance (ISR), Remotely Piloted Aircraft (RPA/Strike), and Command & Control (C2) functions at NGB/A2/6 and NGB/A3/10. You will deliver functional and technical expertise spanning program capabilities, strategic planning, budget and resourcing, system architecture, and procurement/sustainment, helping ANG units integrate with Active‑Duty USAF architectures and meet readiness requirements.

Responsibilities: 

FAM Portfolio Management & Unit Support

  • Serve as the ANG staff focal point for ISR, RPA/Strike, and C2 operations and capabilities; coordinate with HAF, MAJCOMs, DoD agencies, and ANG field units.
  • Establish/transition ANG units (ISR, RPA/Strike, C2): align budget, manpower, training, and technical resources; support Total Force Integration (TFI) efforts.
  • Draft, edit, and maintain DOC statements; manage/advise on UTCs and UMDs; resolve wartime requirements vs. authorizations mismatches (UTC vs. UMD).

Readiness & Reporting

  • Recommend criteria for and monitor unit readiness reporting and force posturing; analyze DRRS/DCAPES outputs; identify trends and produce roll‑up summaries/reports/graphs by mission set.
  • Ensure readiness, training, and sustainment comply with AFIs/ANGIs; communicate guidance and coordinate with unit commanders for policy compliance.

Funding, Programming & Resourcing

  • Review FINPLAN and UFR submissions; provide FAM funding recommendations and assist with documentation to fund approved requests.
  • Provide cost and programming inputs (e.g., NGREA); advise PEMs and FAMs on funding issues; deliver requirements recommendations supporting the POM build.

Systems, Architecture & Installations

  • Analyze functional and system issues across ISR/RPA/Strike/C2 portfolios; develop and recommend solutions; upon selection, coordinate execution with units, HAF, MAJCOMs, SPOs, and NGB staff.
  • Track weapon system installations/upgrades at ANG sites; inform the appropriate FAM/Systems Officer of progress and flag potential delays within 2 working days of becoming aware.
  • Synchronize near‑term and future system installations and capabilities; provide “cradle‑to‑grave” systems support from planning through sustainment.

Mission Development, Tactics & Exercises

  • Monitor and contribute to AF‑wide development of mission capabilities, weapons, and tactics relevant to ANG ISR/RPA/Strike/C2.
  • Build/advise on intelligence exercise materials, especially for AFFORGEN‑level exercises and deployment prep activities.

Field Engagement & Travel

  • Travel to Program Management Reviews (PMRs), site visits, SAVs, and SATAFs to assess program status, installations, and operational support effectiveness; report findings and drive follow‑on actions.
  • Communicate guidance to the field and ensure consistent policy implementation across ANG units.

Required Qualifications:

  • Staff‑level experience above unit/squadron (e.g., Wing, JFHQ, MAJCOM, COCOM, Service Component, Joint Staff).
  • Demonstrated experience with ANG/USAF readiness reporting and force presentation (e.g., DRRS, DCAPES—as a monitor and/or analyst).
  • Proficiency with Teams, SharePoint, and common Microsoft/Google electronic forms and workflow tools.
  • Knowledge of Global Force Management processes and ANG mobilization (involuntary & voluntary); ability to support/process MOB/MPA sourcing working groups/drills.
  • Hands‑on experience with UMDs (interpretation and change actions), UTCs (creation/change requests), and standardizing org charts and position descriptions.
  • Familiarity with M4S and ANG/USAF programming/funding mechanisms (FINPLANs, UFRs, NGREA, POM).

Security Clearance: TS/SCI

Preferred Qualifications:

  • Prior work as an All‑Source/Multi‑Source Intelligence Analyst (enlisted or officer).
  • Experience in one or more mission environments: AOC/AOG, DCGS/DMS/DGS, All‑Source units (including IC/government agencies), Targeting organizations.
  • Experience building intelligence exercise materials for AFFORGEN or large‑scale exercises.
  • Experience in TFI environments/locations/units and knowledge of differences across Active Duty, ANG, and AFRC.
  • Familiarity with ANG ISR/RPA/Strike/C2 equipment portfolios, sustainment pathways, and integration with Active‑Duty architectures.

Core Competencies

  • Strategic portfolio management, readiness analysis, and force presentation.
  • Budgeting/programming (FINPLAN, UFR, NGREA/POM) and PEM/FAM coordination.
  • Systems architecture, installations, and lifecycle sustainment across ISR/RPA/Strike/C2.
  • Clear, concise staff writing (policy memos, recommendations, roll‑ups) and stakeholder coordination.
  • Data‑driven reporting with strong Excel/SharePoint/Teams collaboration skills.

 

Qualifications

CLEARANCE: Active Top Secret with SCI access

 

Bachelor’s degree with seven (7) years of relevant experience or no degree with ten (10) years of working experience in the related field work or ISR intelligence support.  

 

The Government anticipates travel in support of this effort. The specific locations and dates will be coordinated as necessary after contract award.The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract
